A tankini is the answer to a specific complaint: a one piece has to come off entirely and a bikini covers nothing across the middle. The top runs to the hip, so the midriff is covered and the bottom still comes off on its own.
Most of this department is ruched, and that is not decoration. Gathered fabric breaks up the surface across the stomach, which reads softer than a flat panel and does not compress the way a control layer does.

Tankinis: questions we get
Is a tankini top meant to be loose?
It skims rather than clings, and it should end at or just past the hip bone. Too short and it rides up when you sit. Too long and it floats in the water. The published length is on the card where the maker gives one.
Does ruching actually hide anything?
It breaks up the light, which is a real effect rather than a claim. What it does not do is hold anything in. If you want compression, look for a stated tummy control panel instead.
Can I wear a tankini top with a different bottom?
That is the main reason to own one. The tops here work over any bottom in Swim Bottoms, and buying the two halves separately is often the better fit.
